For effective implementation of 14 programmes transferred from MEDA to Zilla Parishad, Maharashtra government has issued notification dated 8th October 2004 vide which Maharashtra Zilla Parishad and Panchayat Samiti Act 1961 has been amended and the subject of energy development has been incorporated in this act. Under this energy development section every Zilla Parishad has to do various energy development schemes related activities in their area of jurisdiction. Up to March 2004 Energy development cell has been established in all 33 Z.P.’s of Maharashtra.

The details of the officials looking of this cell at district level is as per below. Above staff has been trained by MEDA for effective implementation of programme in the district. To support this cell & guidance a district Advisory Committee under the Chairmanship of District Collector has also been established. An amount of Rs. 10 lakhs per district has been allocated by MNES & Rs. 1.5 lakhs per District Advisory Committee has been made available for Maharashtra & as per Central Govt. policy it has been proposed that state Govt. may add 3.3 Cr. from state budget to support this programme the steps has been initiated to provide computer facilities to these Energy Development Cell. The expenses of Rs. 11.05 lakhs are being made on this aspect from MEDA.
